
PM Modi during his Gujarat visit attended the first convocation ceremony of the Rashtriya Raksha University (RRU). RRU was established in Gandhinagar, Gujarat during the PM's reign as the Chief Minister of Gujarat. The Institute specializes in national and internal security. Addressing the students in the convocation, he stretched on the fact that the time has come for reformation in the Police Services. India has long been following the Colonized model wherein ‘lathis’ were the tool of instigating societal peace.
Good Cop, Bad Cop:
PM Modi stated that why is it the case that people seem to find themselves capable of doing anything and everything when they are in uniform. Power and respect for the uniform should come from the willingness to defend and help the oppressed. The ultimate goal of democracy is to be soft on society and strict on the ones instigating it. People in India are afraid of policemen when in reality they should consider them to be their safeguards. On the other hand, when an army officer shows up in uniform, people feel protected.
He highlighted the fact that police forces are for the protection of civilians and not to intimidate them, and it was indeed the misfortune of India that how the police forces were presented in the media after Independence. The newspapers are filled with cartoons with the most “obscene” caricatures of policemen. There was a dire need for radicalization in the police services after Independence which was not achieved, therefore it's high time that we realize the actual role of the Police Forces.
The “Humane” Face:
He added that during Covid lockdowns, we saw various images of policemen helping those in need by delivering food items and required medicines. That is what the police forces should represent, a humane figure. Although, it's not the case that these front-line warriors have not worked for the civilians, but the negative perception has pervaded the nation.
Therefore, ultimately, he called for modernization of the police force by changing the whole training curriculum, to train and prepare manpower that will instill a sense of friendship and trust among people.
