The 2023 NATO Summit was held this week in Vilnius, Lithuania, marking a crucial gathering of world leaders to discuss the future of the North Atlantic Treaty Organization (NATO) and address the challenges it faces. Established in 1949, NATO has been a cornerstone of global security and cooperation, promoting collective defence, stability, and democratic values among its member states. The NATO alliance currently faces considerable challenges, with the ongoing crisis in Ukraine being a particularly obvious example. However, there are other challenges. For example, Sweden is currently seeking to join NATO, a move that is likely to upset Russia. As always, it is seen as a priority for NATO members to display unity and cooperation during these summits, and they are seen as a test of leadership for the numerous heads of government and state for each of the nations within NATO.
The Function and Purpose of NATO
NATO's function is rooted in its core principle of collective defence. The alliance serves as a binding agreement among its member states to protect each other in the face of external threats. By pooling resources, intelligence, and military capabilities, NATO enhances the security of its members and deters potential aggressors. Additionally, NATO fosters cooperation, dialogue, and partnerships beyond its own borders, contributing to global peace and stability.
Addressing the Crisis in Ukraine
One of the significant challenges currently facing NATO is the ongoing crisis in Ukraine. The annexation of Crimea by Russia in 2014 and the subsequent conflict in eastern Ukraine, which began in February 2022, have strained regional stability and raised concerns about aggression against NATO members in the region. The 2023 NATO Summit provides an opportunity for member states to demonstrate solidarity with Ukraine and reaffirm their commitment to upholding international law and territorial integrity. NATO’s support for Ukraine since the conflict began has been consistently strong, with several NATO members such as the United States, the United Kingdom and others providing aid and weapons. This has enabled Ukraine to defend Russian attacks without direct involvement from NATO in the conflict itself. While Ukraine has been grateful for this support, President Zelenskyy has criticised the current timeline for NATO membership, urging the alliance to allow Ukraine to join as soon as possible. However, NATO members are so far unwilling to agree to Ukraine’s membership until the conflict is over, arguing that it would escalate both the conflict in Ukraine and wider tensions between NATO and Russia.
Sweden's Potential NATO Membership
Another significant topic discussed at 2023 NATO Summit was the potential membership of Sweden. As a long-standing partner of NATO, Sweden has actively contributed to alliance operations, including missions in Afghanistan and Kosovo. Sweden's desire to deepen its security cooperation and explore NATO membership reflects the evolving security landscape in Northern Europe.
Sweden's potential NATO membership has both supporters and critics. Supporters argue that it would strengthen regional security, provide a framework for increased defence collaboration, and enhance deterrence against potential threats. However, critics express concerns about potential strained relations with Russia and the implications for Sweden's longstanding policy of military non-alignment. Despite initial reluctance, Turkey has agreed to support Sweden’s NATO membership, paving the way for Sweden to join the alliance as there is now unanimous support for their membership of NATO. With this development, Sweden is following in the footsteps of Finland, which joined the alliance in April 2023.
The 2023 NATO Summit serves as a platform for leaders to reassert the alliance’s relevance and chart a course towards a more secure and resilient future. By addressing the crisis in Ukraine and carefully considering the potential expansion of membership, NATO can reinforce its position on the world stage.
